Thesis statement: Due to the high rate of drunk driving accidents, there are several measures that the government should take to make sure that it does not happen again with a lot of people, such as lowering blood alcohol concentration (BAC) level, prohibiting driving before 21, and establishing more severe penalties.

VI. Conclusion-Recommendation.

Recommendation: It is suggested to immediately make drastic measures, such as lowering BAC level, prohibiting driving before age of 21, and making more severe penalties, in order to be sure that the number of road traffic crashes will be reduced.

 

“Don’t drink and drive and you’ll stay alive” was, until recently, a commonly used phrase in English culture. Drunk driving is the act when person operates a motor vehicle under the influence of alcohol to the degree that motor skills are impaired. When people are under the alcohol influence make a decision to sit behind the wheel of car and drive somewhere, everyone on the road may be exposed to danger as people lose their responsibility and do not control the situation. Hence, this decision can have a crucial impact even if it seems not so important. When people have a choice whether or not to drive under intoxicated condition, they often do not realize what the consequences of their actions can be. Therefore, they make an extremely thoughtless decision. Mixing drinking and driving may be mortally dangerous for all road users. According to Alert Driving magazine survey, it has been shown that from 30 to 40 percent of all road crashes are caused by alcohol abuse in 178 countries. Additionally, National Highway Traffic Safety Administration (NHTSA) informs that alcohol related crashes decreased from 60 to 36 percent since 1982 in the United States. One should, however, not forget that even if drunk driving accidents decreased during last three decades, there are still a lot of alcohol related crashes happen every day in the world. In other words, this problem has not disappeared yet. Due to the high rate of drunk driving accidents, there are several measures that government should take to make sure that it does not happen again with a lot of people, such as lowering blood alcohol concentration (BAC) level, prohibiting driving before 21, and establishing more severe penalties.

Nowadays it is very difficult to reduce alcohol consumption in our society. Alcohol becomes a part of people which helps to relax, to be more confident, and just to put your brain into the mode “is not available”. Alcohol is a factor that can have a direct effect on the human’s brain. Actually, alcohol is a motivator to the abuse but the more terrible thing is that it promotes people to be involved in car accidents. According to Murray and Lopez (1996), World Health Organization informs that alcohol-related crashes are one of the main reasons of morbidity and mortality in the whole world (as cited in Evans, Grant, Martinic, & Robson, 2005). According to statistics, 9,878 people died in drunk driving accidents in 2011 (NHTSA, 2012). In other words, an average of one alcohol-related crash occurred in every 53 minutes. The main issue is that not only drivers who are under the influence of alcohol can have serious injuries or even die, but also passengers and pedestrians may be involved in car crashes and have the same consequences. Moreover, drivers may be imprisoned and make their families suffer from these consequences. It is not fair that an innocent victim should have to pay the price of someone’s mistake. According to Traci, Toben, Nelson & Lenk (2009), drunk driving is problematic in countries which do not prohibit driving up to 21 years. Also the problem still exists in countries such as Australia, Spain, and the United States where the certain amount of alcohol in blood is accepted (Evans et al., 2005). NHTSA informs that drunk driving became a worldwide problem approximately 3 decades ago. So, drinking and driving has a large percentage in injuries and death. Impaired driver is not in the right balanced state of mind to understand what is going on; also driver’s reaction to sudden hazards is slower and not so effective, as in a normal condition. Getting in a vehicle after consuming alcohol, which severely affects the function of the brain, is not an accident – it is a lack of responsibility. When people are in a drunk condition they can make unpredictable actions with different, usually terrible consequences. Therefore, drunk driving is caused by people’s irresponsibility and self-confidence. Furthermore, drunk driving may have serious punishment, as sending people to the jail and fines.
