Deadline for applications - Wednesday 18 August 2015 (mid-night CET)

 

The Council of Europe (Youth Department) is organizing a study visit of a Council of Europe delegation to Ukraine from 21 to 23 September 2015. The study visit will include two sessions/seminars as follows:

 

- One session/seminar in Lviv on 21-22 September taking place in Dnister Hotel

- Another session/seminar in Kyiv on 23 September taking place in Holiday Inn Hotel

 

If you are interested in participating in one or the other session/seminar, please, contact Mr Jean-Claude LAZARO from the Council of Europe – jean-claude.lazaro@coe.int - with copy to Mr André-Jacques DODIN- andre-jacques.dodin@coe.int. Please, indicate your name, place of residence, e-mail address and mobile phone number, the name of your youth organisation and the reason why you wish to participate. The final selection of the participants will be done by 20 August at the latest.

 

Accommodation for the participants coming from other regions of Ukraine and meals for all the participants during the two sessions/seminars will be paid for by the Council of Europe (in Dnister Hotel and Holiday Inn Hotel respectively).

 

For the participants coming from other regions of Ukraine, the travel by train from their home town to either Lviv or Kyiv will be also paid by the Council of Europe. The train tickets will be sent to the selected participants.

 

1) Aims of the study visit:

 

- (for the Council of Europe delegation), to be informed of the situation of youth NGOs in Ukraine and of the main challenges faced by young people;

- to inform Ukrainian youth NGOs /networks and relevant public authorities of the possibilities offered by the Council of Europe in terms of programmes and financial support (EYF), and advice on youth policy. The idea behind this aim is to seek to better associate young people (especially from the regions out of Kiev) and authorities to European programmes;

- to examine how the Council of Europe Youth Department can support Ukrainian youth projects;

- to better associate youth NGOs/networks and authorities of Ukraine with the definition the future co-operation programme between the Council of Europe Youth Department and the Ministry of Youth and Sport of Ukraine.

 

2) Format of the study visit: the visit will take place in Lviv and Kiev.

 

3) Composition of the Council of Europe delegation: 3 representatives of non-governmental youth organisations members of the Advisory Council on Youth; 3 governmental representatives members of the European Steering Committee for Youth; one representative of the European Youth Forum and 2 members of the Council of Europe Secretariat (Youth Department).

 

4) Participants from Ukraine: In the first session (in Lviv), 20 representatives of youth NGOs from Lviv will be invited as well as 10 representatives of youth NGOs from other regions of Ukraine. The same scenario will apply to the session in Kiev. In addition, representatives of the Ministry of Youth and Sport of Ukraine and representatives of Lviv and Kiev authorities respectively will also be invited.

10:00 Presentation of the participants and the Council of Europe delegation

10:30 Meeting with youth NGO representatives from Lviv and youth NGO representatives from other regions of Ukraine. Topic: better knowledge of the main challenges faced by young Ukrainians and of the situation and expectations of youth NGOs

11:00 Coffee break

11:30 Meeting with youth NGOs………………………

12:30 Lunch

14:30 Presentation of the Council of Europe and Youth Department and possibilities for support and co-operation (European Youth Centres and European Youth Foundation, youth policy advice and assistance)
