Pollution: Prevention is better than cure



POLLUTION: PREVENTION IS BETTER THAN CURE

MARPOL 73/78 (International Convention for the Prevention of Pollution from Ships) contains measures designed to prevent pollution caused both accidentally and in the course of routine operations. Six annexes in the Convention cover, respectively, pollution by oil, noxious liquid substances in bulk, harmful substances carried in packaged forms, sewage and garbage, air pollution from ships. The International Bulk Chemical is mandatory under MARPOL 73/78.

Pollution of the port waters is a great offence. Local magistra-
tes impose severe fines for oil pollution. It is also an offence, not
to report a pollution. Cleaning up pollution is an expensive exer-
cise and will be back charged to a ship causing a pollution.

 

I. REMEMBER the Regulations on oil pollution prevention in the
harbour. PLAN with your Chief Mate actions to meet them.

"a) Vessel's oily ballast water must be pumped ashore to the
terminal ballast water tanks.

 

b) The throwing into the sea of any wastes capable of polluting
the waters of the port or roadstead is forbidden. All refuse must be placed in the sacks and discharged before the departure of the ship. The request for
collection of this refuse must be addressed to the Harbour Master's
Office.

 

c) Before the commencing of loading, discharge, bunkering or
ballasting, all deck scuppers (палубные шпигаты) must be effecti-
vely plugged and made oil tight.

 

d) Drip pans (поддоны) must be placed under all pipeline hose
connections and a plentiful supply of sand kept nearby ready
for use.

 

e) All deck pipelines, valves, hoses and sea valves must be
completely free of leakage and be correctly handled to prevent the
escape of oil.

 

2. ROLEPLAY the procedure of checking your ship by a Petro-
leum Inspector. Inform him of all measures taken to avoid pollution
of the harbour.

 

3. CONTACT the Terminal Superintendent and arrange for pump-
ing oil ballast water ashore:

collection of the refuse.

5. MAKE entries of safety checks in your Deck Log.

 

POLLUTION REPORT

I. REMEMBER: Ships wishing to send pollution reports in the English Channel are re-
quested to transmit messages free of charge to Dover Coastgurd. The following information should be given in plain lan-
guage:

a) name and call sign of the reporting vessel;

b) name of vessel, if known, causing or involved in the incident,
her course and speed;

c) time (UTC) and date of incident or observation;

d) position of incident or observation;

e) identity (character) of substance (if known);

f) quantity of spill (estimated);

g) wind and sea conditions;

h) any further particulars worth mentioning.

II. At 08.10 UTC in the North Sea the m/v Vegacomes across
an oil slick (spillage) in position 55°07'N. 02°42' E. An unidenti-
fied selfpropelled barge progresses northwest, on course of about 303
true, at speed approx. 8 knots at a distance of about 5 miles. The
Master of the m/v Vegacalls it on VHF but receives no
answer. He orders to take samples for passing them on to the pro-
per shipping authorities in the nearest port. COMPOSE a message to Dover Coastgurd reporting the pollution.

II. CONTACT Dover Coastgurd by VHF Ch 10. Inform them
of the pollution and your actions. Dover Coastgurd

III. ROLEPLAY the procedure of passing samples on to the helicopter by VHF.

IV. MAKE entries of the occurrence and your reports to Dover Coastgurd in Deck Log.
