MASTER’S STANDING ORDERS

SO/MA/03/08

RE: DECK DEPARTMENT

SUBJECT: NAVIGATION - GENERAL

 

* The Master and all watch standing personnel are required to follow the guidelines in this section to ensure that a safe navigation watch is maintained at all times.

* The composition of the watch personnel shall be adequate and appropriate to the prevailing circumstances and conditions and shall take due account of the need to maintain a proper lookout - see section.03.05. WATCH ARRANGEMENTS - DECK

* The Master is required to ensure that the watch keeping arrangements are adequate for maintaining a safe navigation watch.

Whenever the Master takes over / hands back the watch from/to the Officer on Watch, this should be clearly stated verbally and an entry made into the deck log book.

Under the Master's general guidance and direction, the Watch Officers are responsible for navigating the ship safely during their appointed periods of duty. They will be particularly concerned with avoiding collision and stranding.

* As the Master's representative, the Officer of the Watch has a primary responsibility for the safe navigation of the ship and must, at all times, comply with the International Regulations for the Preventing of Collisions at Sea [COLREGS]. The Officer on Watch has unrestricted access to navigation and communication systems.

* The Officer of the Watch is to pay special attention to ensure a proper lookout is maintained. The Officer may visit the chart room, when essential, for a short period of time for the necessary performance of his navigational duties, he must, however, prior satisfy himself that it is safe to do so.

* The Officer of the Watch is to keep in mind that the engines are always at his disposal and is not to hesitate to use them if the need arises.

Whenever possible when not in a stand-by condition, the Engine Department are to be notified of any speed changes at the earliest time possible before they are required. The Officer of the Watch must be aware of the handling characteristics of the ship and appreciate that other ships will have different characteristics.

* The Officer of the Watch shall not hesitate to use the sound / light signalling equipment [ship's whistle, fog horn, bell, aldis lamp or morse light] as required and in accordance with the International Regulations for the Preventing of Collisions at Sea.

* At no time is the Navigation Bridge to be left unattended. If the Officer of the Watch requires to leave the bridge he shall arrange a proper relief by another watch officer.

* The watch system must be arranged such that the efficiency of the watch personnel [both officers and ratings] is not affected by fatigue.

Duties are to be so arranged that the first watch at the commencement of a voyage and the subsequent watch personnel are sufficiently rested and otherwise fit for duty.

 

SUBJECT: NAVIGATION – DUTIES AND RESPONSIBILITIES

The basic principles, including but not limited to the following, shall be taken into account

* At no time shall the bridge be left unattended.

* Weather conditions, visibility and whether there is daylight or darkness.

* Proximity of navigational hazards which may make it necessary for the Officer in charge

of watch to carry out additional navigational duties.

* Use and operational condition of navigational aids such as radar or electronic

position-indicating devices and any other equipment affecting the safe navigation of the ship.

* Any unusual demands on the navigational watch that may arise as a result of special

operational circumstances.

* The intended voyage shall be planned in advance taking into consideration all pertinent

information and any course laid down shall be checked before the voyage commences.

* During the watch the course steered, position and speed shall be checked at sufficiently

frequent intervals, using any available navigational aids necessary, to ensure that the

ship follows the planned course.

* The OOW shall have full knowledge of the location and operation of all safety and

navigational equipment on board the ship and shall be aware and take account of the



limitation of such equipment.

* The Officer in charge of a navigational watch shall not be assigned or undertake any duties

which would interfere with the safe navigation of the ship.

* The OOW shall make the most effective use of all navigational equipment.

* When using radar, the OOW shall bear in mind the necessity to comply at all times with

provisions on the use of radar contained in the applicable regulations for perverting

collisions at sea.

* In case of need the OOW shall not hesitate to use the helm, engine and sound signaling

apparatus.

* The OOW shall:

* A proper record shall be kept of movements and activities during the watch relating

to navigation of the ship
