The Russian Constitution, the Declaration of the rights and freedoms of man and citizen, adopted by the Supreme Soviet of the RSFSR November 22, 1991, establish an equal and equal opportunity for every individual upon the occurrence of socially relevant circumstances to obtain certain types of social security, regardless of gender, race, nationality, language, origin, property and official status, place of residence, religion, convictions, membership of public associations and other circumstances.

In any civilized country there is a budget for payment of benefits to different categories of people.
