The School of Young Managers in Public Administration is an international educational project targeted at creating in Belarus a community of young people competent in the field of Public Management and Public Administration.

 

Young people aged 25-40 fluent in English, engaged in the sphere of public administration, education, social services, business, non-profit organizations and political structures are welcome to apply for participation.

 

The programme consists of 4 on-site sessions held in Belarus, Lithuania, Moldova, and Sweden and inter-session activities which comprise independent in-depth analysis of the studied materials, participation in round tables with Belarusian and international experts, politicians, and diplomats, as well as conducting self-organized seminars related to the School’s topics.

 

The programme is focused on the vital for contemporary Belarus issues and possibility to implement gained knowledge in the sphere of Public Administration in Belarus. Participants are offered courses in the field of political science, economics, sociology, regional development, local governance, EU Institutions, e-governance, PR and GR, public-private partnership etc. To deepen the theoretical knowledge with practical experience the programme comprises the study of Public Administration practices in the countries where the sessions are held. Participants are offered study visits to various state institutions (Parliaments, City Councils etc.), educational and social institutions, mass media and non-profit organizations.

 

In the academic year 2012/2013 on-site sessions will be focused on following topics:

I Session: “Introduction into the problems of public administration.”

Place and date: Minsk, 12–14 October 2012.

II Session: “Transformational processes in the countries of Eastern and Central Europe”

Place and date: Vilnius, December 2012.

Study visits: Lithuanian Parliament, Vilnius City Council, National Bank of Lithuania, State TV.

III Session: “An experience of public administration reform”

Place and date: Chisinau or Tbilisi, March 2013.

Study visits: Parliament, City Administration, political parties and NGOs.

IV Session: “Financial Management in Public Administration”

Place and date: Stockholm, May2013.

Study visits: Parliament of Sweden, Ombudsman’s Office, various institutions of public administration and NGO’s.

 

The teachers lecturing at the School are well-known professionals in the fields of economics, political science, sociology, as well as journalists, civil servants and specialists in public administration from Belarus, Lithuania, Moldova, Georgia, and Sweden, as well as internationally recognized experts.

 

 

After completing the full course participants will receive the certificate of Swedish Institute for Public Administration.

Working languages: English, Russian, Belarusian.

Deadline for applications: September, 26/2012 at 24:00.

Participants’ selection criteria:

· Age 25-40;

· Higher education;

· Good command of English: reading and listening (lectures) comprehension, active participation in discussions;

· Social activity: membership in NGO’s, political parties, social movements, trade unions, etc.

· Willingness to participate in all kinds of the School’s activities: on-site sessions, seminars, round tables, and in other kinds of inter-session activities;

· Internet access;

· Leadership skills, sociability, creativity.

Expenses: expenses arising out of the participation in the project, such as travel, accommodation, food, reading materials etc., will be reimbursed.

Selection procedure:

1. Following the results of the applications competition 40 participants will be invited to the first session held in Minsk.

2. As a result of the assessment of written essays and analysis of participants’ involvement during the first session, 30 students will be invited to take part in the Vilnius and Chisinau (or Tbilisi) sessions.

3. Around 2/3 of the School’s students will participate in the session held in Sweden. The selection will be made on the basis of the participants’ rating, which is an indicator of their involvement in all kind of project activities.
