  7. Implementation of the proposals by government and non-government organizations

So the reasons of such reformation are incomplete educational system.

1. Supply and distribution of the necessary equipment and educational materials to those educational institutions which are in need for that, as well as providing the availability of access to the developed educational resources and techniques.

 

It is very important to supply educational departments with all necessary materials to provide normal education process in all levels. Level of education indicate on the level of the development of the country that’s why it is important to provide education departments with modern technologies that will help to facilitate the education process. For example there are many education departments that still don’t have access to internet and even more they don’t have any computer training which is very big problem, because as we all know the computerized technologies it is the leading methods of work in our life.

 

2. Creation on uniform conceptual bases of system of state standards of educational services.

The analysis of numerous attempts to improve system of a financing of education and on this base to raise level of efficiency of use of financial resources convincingly testifies: it is possible only by creation on uniform conceptual bases of system of state standards of educational services. At domination of market relations any service acting as the goods, paid or from public funds, or from concrete consumer, should meet accurately formulated public or private requirements (standards).

Unfortunately, the overwhelming majority of operating legislatively-standard documents doesn't contain accurately certain quantitative parameters in sphere of standardization of educational services that becomes considerable (and sometimes — insuperable) barrier on a way of improvement of educational activity as a whole, and modernizations of the economic mechanism in this sphere.

State standards of educational services should contain the list of obligatory subjects with definition of term of studying in all kinds of studies, lists of the minimum volume scientifically-methodical, material and other kinds of maintenance of educational process. Only obligatory presence of the above-named components will give the chance to define at last well-founded minimum cost of each year of education and to pass from financing of maintenances of educational institutions to financing of education of pupils and students.

3. It is necessary to calculate quantity of workers in this sphere with obligatory approach to the European indicators of the loading, also it necessary calculate minimum cost indexes of education taking into account intensification and technological changes in educational process (in particular a computerization, electronic textbooks etc.).

The mid-annual quantity of hired workers in educational segment in 2009 was equal to 1 million 646 thousand, having increased in comparison with 2004 by three percent. It is one of few spheres where, against the general reduction of quantity of working people across Ukraine on 5,9 %, has replenished with workers, when in the same time the persons for whom educational activity was carried out, became less. Also it is necessary to add: Education in the general structure in Ukraine occupied — 15,5 %, whereas in the Russian Federation — 9,7 %, in Germany — 5,9 %, Poland — 7,4 %, Great Britain — 9,1 %, the USA — 9,1 %, France — 6,4 %, that means that in Ukraine in educational segment quantity of teachers are twice more than quantity of students, and the parity the pupil-teacher (on one teacher) in Ukraine equals to 8,6 whereas in Germany — 18,0, in Poland — 11,0, Great Britain — 20,1, the USA — 14,3, France — 20,3, Japan — 18,8, which mean that in Ukraine loading on the professor is almost twice less, than in the listed countries.

It is necessary to conduct scientific research «Modernization of the economic mechanism of educational sphere».

The matter is that the present economic mechanism functions still on principles of the Marxist theory and a planned economy. In Soviet period this mechanism was reduced to simple budgetary financing, — other sources weren't considered almost for ideological reasons as it has been declared that formation should be given to all citizens free of charge at the expense of budgetary funds.

 

5. Decreasing of corruption in education sector

As was said before, Ukraine leads in the rating of the most corrupted countries, and the education sector is not an exception. That’s why government should try to make reformation which will help to decrease the level of corruption. That well helps to increase efficiency of work in this education segment and will increase the image of our universities in the world.

6 Analytical research of the quantitative data (assessment of necessary amounts of labor capital, resources and technologies availability and used) among all the regions, from the villages to the big cities.

 

As I said before in our education segment we have problems with proportional share of assets and for efficient work of this segment it is very important to indentify the most suitable amount of necessary asset in this segment by different surveys, calculations and analytical researches.
