I believe that the Hundred Flowers campaign was not designed as a trap, but instead was a very optimistic attempt to create an atmosphere for state-intellectual cooperation and rectify the party in the light of the Hungarian crisis. However, the response to the campaign went out of control, forcing Mao to go back on his liberal policy and present it as a trap to confirm his authority within the party. Although, Mao was speaking about his plans of a trap early on to his closest officials, in the light of other evidence this appears to be an attempt to make his authority unquestionable.
