February 25, 2010 Viktor Yanukovych took the oath to the Ukrainian people, joining the President of Ukraine.

In accordance with the provisions of Art. 106 of the Constitution of Ukraine, President of Ukraine is:

Ø appoint, with the consent of the Verkhovna Rada of Ukraine, the Ukrainian Prime Minister, terminate the powers of the Prime Minister of Ukraine and decide on his resignation;
Ø appoint the Prime Minister of Ukraine, members of the Cabinet of Ministers of Ukraine, heads of other central bodies of executive power, as well as heads of local state administrations and terminate their powers in these positions;

Ø appoint, with the consent of the Verkhovna Rada of Ukraine on the Prosecutor General of Ukraine and dismisses him;

Ø appoint half of the members of the Board of the National Bank of Ukraine;

Ø appoint half of the National Council of Ukraine on Television and Radio Broadcasting;
Ø appoints and dismisses with the consent of the Verkhovna Rada Chairman of the Antimonopoly Committee of Ukraine, Chairman of the State Property Fund of Ukraine, Chairman of the State Committee for Television and Radio Broadcasting of Ukraine;

Ø create, reorganize and liquidate by the Prime Minister of Ukraine, ministries and other central executive authorities, acting within the limits of the funds provided for the maintenance of the executive;

Ø the Supreme Commander of the Armed Forces of Ukraine, appoint and dismiss the high command of the Armed Forces of Ukraine and other military formations; supervises in the areas of national security and defense of the state;

Ø President of Ukraine heads the Council of National Security and Defense of Ukraine;

Ø submit to the Verkhovna Rada of Ukraine to declare a state of war and decides to use the Armed Forces of Ukraine in the event of armed aggression against Ukraine;

Ø adopt, in accordance with the law on the general or partial mobilization and the introduction of martial law in Ukraine or in its particular areas under threat of attack, danger to the independence of Ukraine;

Ø adopt, if necessary decision to introduce in Ukraine or in its particular areas of emergency, and also in the event certain territories of Ukraine as zones of ecological emergency to approval decisions by the Verkhovna Rada of Ukraine;

Ø appoint one third of the Constitutional Court of Ukraine;

Ø establish courts established in law;

Ø confer high military and diplomatic ranks and other special titles and class ranks;

Ø sign laws adopted by the Verkhovna Rada of Ukraine;

Ø President of Ukraine has the right to veto laws adopted by the Verkhovna Rada of laws with their subsequent return for re-consideration by the Verkhovna Rada of Ukraine;

In accordance with Art. 108 of the Constitution of Ukraine:
